Owners of older buildings in Abu Dhabi now have until 30 November 2026 to apply for or renew their building occupancy certificate. The Department of Municipalities and Transport (DMT) extended the deadline after the earlier grace period ended on 16 September, Aletihad and Khaleej Times reported. Owners who miss it face an administrative fine of up to AED 1 million, and the Abu Dhabi Real Estate Centre (ADREC) will not register leases in buildings that need a certificate and do not have one.

What an Occupancy Certificate Is
DMT describes the occupancy certificate as an official municipal document confirming that a building is safe to use and meets the standards that apply to it. It is issued for up to five years, depending on the type of property, and once it expires the building may not be used until the certificate is renewed.
Because it has to be renewed, the certificate works as a regular safety check on buildings that are already in use. That is why the first buildings asked to apply are the oldest ones.
Which Buildings Need One Now
According to the municipality, as reported by Emarat Al Youm, the current stage covers:
- Commercial and residential buildings more than 30 years old
- Commercial and investment villas more than 30 years old
- Buildings with an approved technical report from the Urban Planning and Permits Centre that records structural defects affecting public safety
For now, private residential villas owned by individuals, national housing, industrial and government buildings, and public facilities are exempt. DMT rolls the programme out in stages: the first step is a conditional certificate focused on the essentials, namely fire safety, gas installations, structural integrity, lift safety and child protection measures.
What the Inspection Covers
To issue or renew a certificate, the building needs reports and approvals that match its use. DMT lists these requirements:
- A structural stability assessment
- Civil defence and fire safety clearance
- A safety certificate for the gas system
- Water, plumbing and drainage compliance
- Checks on air conditioning and ventilation
How to Apply Before 30 November
- Appoint a classified engineering consultancy licensed in Abu Dhabi. Applications go through these firms, not directly from the owner.
- The consultancy files the request on the municipality's electronic licensing system, with the reports listed above.
- If the building falls short, owners who have started the process get a correction period of up to six months, or another period approved by the Urban Planning and Permits Centre.
- Once the certificate is issued, note its expiry date and renew it before it lapses.
Municipalities are also carrying out field inspections to find buildings that need a certificate, and ADREC is cross-checking municipal records and contacting the owners of buildings that are not compliant, DMT said.
